EoI - Consultancy for MEAL system strengthening, Outcome Harvesting and Evaluation

Welthungerhilfe invites Expressions of Interest from qualified consultants/teams to strengthen the MEAL system of the “Right to Food in Africa – From Policy to Plate” program (Kenya, Malawi, Ethiopia, Zimbabwe), including capacity building in Outcome Harvesting, harmonization of country/program MEAL tools (ToC, impact matrix, monitoring plan), facilitation of annual sense-making workshops, and an accompanying evaluation in 2027 based on Outcome Harvesting. Key deliverables include: a 3–5 page workplan; a MEAL scoping presentation with a proposal for a harmonized system; tailored OH trainings; documentation of lessons and recommendations during annual check-ins (Jan/Feb 2026 & 2027); and an inception & final evaluation report. Estimated level of effort ~70 consultant days across 2025–2027; some in-person collaboration with country teams is envisaged. Applicants should have an advanced degree, 7–9 years’ MEAL experience on complex advocacy/social accountability programs, proven OH expertise, strong facilitation skills, and excellent English; presence in a program country and gender-balanced teams are preferred.
