Evaluation of WAHAFA

This evaluation is conducted to facilitate learning and improve future Anticipatory Humanitarian Action programs similar to WAHAFA. It is important to note that this tendered evaluation should cover the overarching WAHAFA program, and not the individual AHA Build projects. Instead, it aims to evaluate WAHAFA’s multiplicator role in Anticipatory Humanitarian Action in the German NGO landscape, its coordination and capacity sharing efforts with national and local partner organizations, and the program’s added value for local and international partner NGOs in the sphere of AHA. By identifying challenges and good practices, this evaluation should identify pathways to impact of WAHAFA’s overarching locally led approach and provide recommendations for similar programme approaches in the future. Furthermore, the evaluation will identify the success factors and challenges encountered during program implementation, offering recommendations to improve future AHA programming. The evaluation is conducted in the final stages of the program to guide the planning of a potential successor program. Results of this evaluation will also be used for advocacy and funding purposes.
