Beschreibung

As a research and development service, the contract is excluded from the scope of public procurement law (cf. § 116(1)(2) GWB). VLC is the most used open source multimedia application with an install base of more than 500 million users worldwide, and its core is libVLC. The latest version of VLC runs on any operating system platform with significant usage including obsolete versions released more than 10 years ago and thereby enabling a very high level of sustainability. That includes Windows (down to XP), macOS (down to version 10.7), Android (down to version 4.3), iOS (down to version 9.3), GNU/Linux (down to version 2.6) and BSD (anything released in the last 20 years). libvlc is widely used in critical and highly relevant sectors, including commercial content production environments, public sector, law enforcement, healthcare, education, sport events and even in commercial spacecraft. While the number of applications that use libvlc is not tracked, it can be inferred from package manager statistics that the number of applications is in the tens of thousands. x264 is the most used video encoder in the wild. Almost all videos online are encoded with x264. Whether it is YouTube, Facebook, Netflix, Twitch, Disney and all of the other online services. Any changes of x264 will have a huge impact on the world. Finally, dav1d is used in billions of devices and part of most modern operating systems: it is shipped by default on Android, iOS, macOS, Linux and is a default extension for Windows. It is in all versions of Chrome, Edge, Firefox and Opera browsers.
